Congress recently passed and the President signed the most sweeping changes to the Federal Bankruptcy Laws in half a century? Changes aimed at keeping debtors from escaping the penalties of declaring bankruptcy so that Deadbeats and Welfare Queens, using Chapter 7, could avoid paying their debts in full; something lobbied for by the Credit Card industry for years.

Who better to discourse on this important topic than a Federal bankruptcy judge and a fellow Rotarian, Judge Marilyn Morgan? Sitting in her court in San Jose, Judge Morgan has presided over more than 40,000 cases during her 18 years on the bench. She is one of e 66 women bankruptcy judges (out of 360) in the nation and her jurisdiction reaches from Santa Clara to Monterey Counties. (This could preclude requests from Alameda County.)
