Disaster Preparedness Plan
District 5170 has developed a district disaster preparedness and response plan. However, the success of this plan is dependent upon the completion of individual club plans.
Each year a district disaster coordinator and area representatives will be identified to coordinate Rotary resources in the event of a local disaster.
In order to complete our plan the following objectives have been set:
- Determine the status of each club’s disaster preparedness.
- Offer to provide a disaster preparedness program to each club.
- Survey all Rotarians to determine skills and resources available for disaster recovery.
- Identify club disaster preparedness coordinators.

Mission Statement
To ensure that all District Clubs have a Disaster Relief Plan to provide relevant aid and assistance to the victims of disasters that may occur in their own, or other, Districts.Preparation Plan
Community Liaison- Rotarians should liaison with the existing Disaster Relief Agencies when setting up Club Disaster Relief Plans.
- Rotarians should liaison with local authorities that already have Disaster Relief Plans.
- Rotary should identify a disaster response team that includes voluntary leadership.
- Rotary should know what skills and activities clubs would provide to the Disaster Relief Agencies before an event occurs.
- Rotary should provide information on collection, transportation and storage facilities available within the District.
- Local clubs should provide names of experts and volunteers who can help in a disaster.
- Recognize that the need for, and types of, support varies from disaster to disaster.
- Where possible be prepared to provide Emergency Shelter, water purification or similar “survival” kits and encourage local residents to invest in their own kits.
- Be prepared to help each other Districts and clubs, as needed.
- Contact needs to be from person to person, or district to district.
- Rotarians should help to coordinate the help from their communities.
- Rotary should assist local agencies and authorities in training, and distributing training and informational materials to, the general public.
- Vial/File of Life education and distribution
- Emergency preparedness kits that may include space blankets, a portable crank radio, flash lights, food and water.
- Water purification kits.
- Gas turn off tool
- 2 sided window signs stating “I’m OK” & “I NEED HELP”.
- Solar cooking devices
Local and Regional Response
- Determine the safety & availability of the Rotary response team in a local emergency.
- The Hierarchy of Needs in a disaster:
- Injuries first aid
- Medical transport
- Water supplies
- Food distribution
- Temporary shelter
- Clothing & personal hygiene items
- Locating missing family
- Communication with family and friends
- Stress reduction
- Complete a local needs assessment and check and verify those needs.
- Communicate with local Rotarians and outside Rotary clubs often.
- Avoid duplication of efforts
- Provide resources where needed most
Recovery Plan
- Respond to disasters outside the district by sending financial contributions via The Rotary Foundation or directly to the affected district.
- Serve as a Rotary volunteer to mobilize relief efforts or offer services as needed to address community needs after a disaster.
- Provide system to supply purified water to victims, "emergency boxes" or similar disaster relief kits.
- Hold a fundraising event to increase donations to a disaster area.
- Support a project in the World Community Service (WCS) Projects Exchange that addresses long-term needs in the aftermath of a disaster
- Contribute to the efforts of international disaster relief agencies such as the Red Cross, Salvation Army, or World Vision.
- Fund low-cost housing for victims rendered homeless after a disaster.
